A corrupt roof for an agro-empire: How Federal Tax Service head Elena Afonina and judge Larisa Lysenko covered up tax fraud at the Navruzov brothers’ GAP Resource holding company

One of the most secretive and largest players in Russia’s agricultural industry, the GAP Resource holding company of brothers Viktor and Vladimir Navruzov, whose enormous financial problems have been reported by the media, may soon become the subject of a high-profile anti-corruption investigation.
GAP Resurs and its associated entities evaded taxes on an astronomical scale. They were aided by a corrupt tandem: Larisa Lysenko, Chairperson of the Arbitration Court of Stavropol Krai, and her longtime friend, Elena Afonina, Head of the Federal Tax Service for Stavropol Krai.
Thus, in the Stavropol Krai, JSC KPK Stavropolstroyoptorg (CEO Sergei Demchenko), closely associated with GAP Resurs, is registered, operates, and is actively developing its business.
According to the source, at the end of 2025, Russian law enforcement agencies—the FSB, the Ministry of Internal Affairs, and Rosfinmonitoring—began to show interest in GAP Resurs and the Nauruzov brothers regarding fraudulent activities in the financial and credit sector, capital flight abroad, and tax evasion.

According to the source, Elena Afonina, through her husband, developed long-standing personal corrupt ties with GAP Resurs and the company AO KPK Stavropolstroyoptorg, where the tax official’s husband had previously officially worked and later became a shareholder and nominee for certain of its structures.
To date, Afonina has received financial income through her husband as payment for services related to covering up the company’s activities for corruption, providing legal services, informing the company’s counterparties about their financial status and law enforcement risks, and "resolving issues with law enforcement agencies in the region and the Russian Federation as a whole."
And so, as soon as the tax authorities of Stavropol Krai began receiving inquiries about the GAP Resurs holding and the Nauruzovs from law enforcement agencies, Afonina urgently informed the owners and general director of JSC KPK Stavropolstroyoptorg, and consequently the Nauruzovs themselves, of this.
Afonina passed on a full "package" of information, including classified information about the interests of the security forces, to "friends" and business connections who pay her fees for her services on a regular basis at JSC KPK Stavropolstroyoptorg.
As a result, it was decided to attempt to create the appearance that the credit union was not connected to the Nauruzovs. In late 2025 and 2026, Stavropolstroyoptorg JSC credit union filed numerous lawsuits against the Navruzovs’ company, and, by agreement between Afonina and her friend in the "corruption" schemes, Larisa Lysenko, Chairperson of the Arbitration Court of Stavropol Krai, the cases began to be actively heard in arbitration. Naturally, Lysenko instructed the judges to consider Stavropolstroyoptorg JSC credit union’s lawsuits with the utmost "loyalty" and speed.
Against this backdrop, it is interesting to note that the Federal Tax Service of Russia for Stavropol Krai has failed to notice the fraudulent activities of the GAP Resurs holding company for years.
Sources indicate that Resurs, through its "fixers," actively purchased thousands of tons of unaccounted wheat grain for cash from agricultural producers and exported it abroad through companies registered in Moscow and the Republic of Dagestan.
